Did the State Department of Land and Natural Resources (DLNR) uphold its fiduciary duty under the Public Land Trust Doctrine and stewardship duty under the terms of its 65-year lease to protect public trust land at the military-leased Pōhakuloa Training Area on Hawaiʻi Island?
