The Hawaii Department of Public Safety (DPS) is planning to build a new jail to replace Oahu Community Corrections Center (OCCC) because OCCC is overcrowded and in poor repair. The plan is to build a jail to house (2000) inmates. Currently, there are 1300 people incarcerated in OCCC.
Most inmates who are awaiting trial are there because they cannot afford bail, while people charged with the same crimes who can pay bail are released until their trial. (This is probably unconstitutional.)
